The new methodology is complex, the technical data is very comprehensive, and investors themselves usually do not have sufficient knowledge and experience to prove compliance. Uncertainty as to whether the control system settings, the correctness of the protection parameters, or the completeness of the documentation will be accepted can lead to project delays, financing complications, failure to meet subsidy milestones, or the risk of contractual penalties.
It is at this point that it is necessary to choose an experienced partner who will help investors go through the process without unnecessary risks and obtain UTP (permanent operation permit).
"We have many years of experience as a certifier in the field of support services. With the introduction of the new RfG requirements, we have logically also become partners in the UPOS process. Our goal is to give investors the certainty that their equipment will meet the requirements of system operators and that the entire process will run smoothly," says Jan Krišpín, CEO of ORGREZ, a company that has been firmly established in the energy sector for almost 70 years.
The verification itself is a set of tests, which are also very diverse. Some of them are performed using simulations, while others are tested directly on site. Preparation is key – high-quality input data, a properly constructed test plan, and a team of people who understand both simulations and field measurements. Organizationally, it is quite demanding.
"The key is a combination of experience in planning, construction, and operation of sources, knowledge of legislation, and the ability to work with detailed models and data so that the results stand up in practice and when assessed by system operators," emphasizes Martin Škach, Director of the Electrical Engineering Division at ORGREZ.
Technical reliability and accredited facilities
The company's experience as a certifier of support services is a major advantage.
"We have also been involved in power output, voltage regulation, and system stability for a long time. So if a customer needs their source to not only meet UPOS requirements but also be ready to provide ancillary services, we can provide a comprehensive solution," adds Martin Škach.
The reliability of the service is based on standardized outputs created in the licensed PowerFactory software, simulation libraries for various types of sources, and scripts with automated outputs for standardizing procedures and reports.
Accredited expertise and background also play an important role. ORGREZ has a large team of experienced experts at its disposal, which is always assembled according to the specific type of source, from asynchronous renewable sources to classic synchronous generators.
"Thanks to our experience, we are able to go into great depth and prepare a team of a high professional level that understands the specific technology and its behavior in the network," confirms Jan Krišpín.
ORGREZ provides all types of tests required for various categories of power plants (types B–D). Its main activities include dynamic simulations of system stability, Fault-Ride-Through tests (LVRT/HVRT), which verify the ability of the power plant to remain connected during voltage drops or surges, analysis of the frequency response of the source, verification of reactive and active power regulation, simulation of shutdown and reconnection of the source, and protection tests. All simulations and tests are performed according to methodologies established by transmission or distribution system operators.
The result of the cooperation is complete documentation that includes a description of the tested power plant and simulation model, an overview of the tests performed and their parameters, graphical and numerical results of the simulations, an evaluation of compliance with RfG requirements, and any recommendations for modifications to control systems. This document serves as official documentation for the customer for the issuance of a UTP and is recognized by transmission and distribution system operators.
